ولكن عندما يتعلق الأمر بِمحادثاتهم الأكثر أهمية فإنهم كانوا ينفذون تعليمات القاعدة في هذه الحالات ويلتقون لقاءات شخصية مُباشرة. وقد اختاروا لِلقاءاتِهِم تلك الأماكن التي كان يختارها المُؤتمرون الأمريكيون لِتبادل المَعلومات حول حرفهم ومُنتجاتهم: لاس فيغاس[02]، حيث يقول المَحققون أنَّ أجزاءَ المُخطط الأساسية التي تمت في أمريكا تمت هناك.

وَيقولُ المُحققون أنَّهم لا يَعرفون كيف تمَ تجنيد "الجنود". ولا يَعرفون تَصور هؤلاء الجُنود لِختام العملية، وهلْ كانوا على عِلم فِعلاً أنهَّم مُقدمون على المَوت؟ وَوَصف احدُ المُحققين العَملية قائلاً: "سَارت العَملية وفق المخطط بصورة حرفية تقريباً. وكانت تحمل كل بصمات القاعدة. كانت عملية عالية التنظيم، وأبعد ما تكون عن العملية العشوائية. كانت تنطوي على درجة عالية مِن التنسيق، ومستوى ممتاز من الاتصالات التي يصعب متابعتها وكشفها. ثم كانت عملية تتميز بالبساطة والإتقان."
يقولُ المُحققون إن أفضلَ نظرية يملكونها الآن هي أن 11 سبتمبر[07] كانت شراكة بين عِدة أطراف وأنَّ القادة اتبعوا تعليمات "مرشد الأعمال الإرهابية" لِلقاعدة بصورة دَقيقة. وتدل التحريات على أنَّ المُخطط صِيغ بصُورتِهِ الأولية قبل سنتين بألمَانيا وفي هامبورغ تحديداًَ، إذْ كانَ ثلاثة مِن قادةِ الهُجوم، وَهُم عطا والشحي وزِياد الجراح، أعضاء في خلية إرهابية. ويُقالُ أنَّ ثلاثة مِن المُتهمين بعضوية تلك الخلية قد هربوا مَطلع سبتمبر 2001م، ومَا يَزالُ البحث عنهم جارياً حتى الآن. ويقولُ كبارُ المُحققين أنَّ خلية هامبورغ حَصلت على مُوافقة القاعدة وَدَعمها المَالي، ولكنهم لا يَعرفون على وَجهِ التحديد مَنْ مِنْ مُعاوني بن لادن هُو الذي أجازَ المُخطط. وتثورُ شُكوك الكثيرين مِِن المُحققين حَول بن لادن نفسَهُ، ويضيفُ آخرون أنَّ ثلاثة مِن أكبر مُعاونيهِ قد شاركوا في التخطيط.
وقالَ احدُ المُحققين "أنهم قد التقوا بواحد من المسئولين هو الذي أصدر الأوامر. ولكننا لا نعرف من كان ذلك الشخص.".
تسلم عطا والشحي تأشيرات لدخول الولايات المتحدة في يناير كانون الثاني، بينما وصل الجراح في يونيو حزيران. أما الطيار الآخر هاني حنجور فقد كان في كاليفورنيا منذ 1996م. انتقل اثنان من الجنود هما نواز الحازمي وخالد المحضار إلى سان دييغو[08] في 1999م. يجهلُ المُحققون حتى الآن كيفية تعرف مجموعة هامبورغ على مجموعة كاليفورنيا، غير إنَّ هناك أدلة تلمح إلى أنَّ ذلك حصل عبر قنوات مُنظمة القاعدة. وينوهُ المُحققون إلى أنهم كشفوا عن صِلة المِحضار بالهجوم على المُدمرة الأمريكية كول[09] وربما بتفجيرات عام 1998م، لِلسفارتين الأمريكيتين في شرق أفريقيا.
وبدأت تمويلات العَملية بالوصول إلى أفرع مِصرفي "صن ترست" و"القرن" بفلوريدا في صيف عام 2000م، استلم عَطا مَبالغ تزيدُ قليلاً عن 100 ألف دولار، أمََّّا الشحي فتسلم أقلَ قليلاً مِن هذا المَبلغ. ويقولُ مَسئولون كبار في مَكتب التحقيقات الفيدرالية "اف بي آي" أنَّ حَوالي نصف المَبلغ الكلي الذي وصل إلى 500 ألف دولار لِتسديدِ نفقات العَملية حَوله الكترونيا مُصطفى احمد أحدُ عناصر بن لادن المُهمين مِن دولة الإمارات العربية، أمَّا بقية تمويل العَملية فحُول مِن ألمانيا.
وَرَغم ذلك فانَّ أحدَ المَسئولين أفاد باشتباهِ السُلطات في أنْ يكون تمويل العَملية بدأ مِن باكستان.
وتكشف سِجلات السفر أنَّ عطا والشحي سافرا عِدة مَرات إلى ومِن الولايات المُتحدة في عام 2000م، وأوائِل عام 2001م إلى أسبانيا وبراغ وبانكوك والسعودية. وبلغت سَفريات عطا إلى 7 رِحلات دولية، بينما وصلت رِحلات الشيحي إلى 5 رحلات. وشرع الجميع في تلقي دروس على الطيران في فينكس وسان دييغو وجنوب فلوريدا.
وبحلولِ ربيع عام 2001م، بَدأ الرِجال الـ 12 الذين يسميهم المُحققون بالعضلات بالوفود مِن السعودية. وقالت المَباحث الأمريكية "اف بي آي" بأنها تأكدت مِن هويات سَائر المُختطفين الـ 19 وأن 15 مِنهم سعوديون.
وقالت عائِلة مُهند الشهري أنه درس في جامعة الأمام مُحمد ابن سعود الإسلامية بابها لفصل دراسي واحد. وأوضح والد اثنين مِن المختطفين، وَهُما وائل ووليد الشهري، أنهما درسا لِيصبحا مُعلمين. ودرس أحمد النعمي القانون في أبها. ودرس الرجل الذي تعتقد " اف بي آي " انه ثالث الرجال المَسئولين عن الأمور اللوجستية، ماجد مقعد، في جامعة الملك سعود في الرياض بكلية الإدارة والاقتصاد، بحسب الصحف العربية.
وَعَائلاتهم تنتمي إلى مُستويات اجتماعية جيدة، فآباؤهم أما زعماء دينيون أو مُدراء مدارس أو أصحاب مَحلات وَرِجال أعمال. ولمْ يزرْ أي مِنهم الولايات المُتحدة مِن قبل، كما يبدو أنَّ العديدَ مِنهم لا يتكلمُ الإنجليزية أو أنَّهُ لا يعرفُ سوى بضع كلمات مِنها. وبعدَ وصُولهم الولايات المُتحدة ساعدهم المسئولون عن الأمور اللوجستية في أمورهم المَعيشية. وساعدَ هاني حنجور بعضهم على استئجار شقة في باترسون بنيوجيرسي، كمَا سكن آخرون في شقة بدلراي بيتش بفلوريدا. وسَاعد المحضار البعض في الحصول على رُخص سيارات بشكل غير قانوني وصُور هويات مُزيفة في فرجينيا.
وبدأ قادة العَملية والمَسئولون عن الأمور اللوجستية "بالتآخي" مع بقية شركائهم المُتواضعين، وعندما عانى أحمد الحزوني مِن أوجاع في رجله اصطحبه الجراح إلى مُستشفى "هولي كروس" في بالم بيتش بفلوريدا. وكان عطا والشحي يسكنان معاً بفلوريدا، ولكن الشحي انتقل لِلسكن مع فايز أحمد، تاركا عطا لِيسكن مع عبد العزيز العمري أخر المُختطفين وصولاً إلى الولايات المُتحدة.
وحصل مُعظم المُختطفين الـ 19 على أرقام ضمان اجتماعي، وهي الأرقام الضرورية لِفتح حسابات مَصرفية والحصول على بطاقات ائتمانية. وتشير " اف بي آي " إلى أنَّ المختطفين ظلوا مُعتمدين على أنفسهم مَاليا ولمْ يعتمدوا على مُساعدات تقدمها الحُكومة الأمريكية لِلعاطلين والفقراء. ويشتبه المُحققون في أنْ يكون هؤلاء قد تلقوا مَا يلزمهم مِن احتياجات مَالية مِن تحويلات عبر الإمارات العربية والعديد مِن القادة المُهمين الذين يقيمون في ألمانيا وأفغانستان.
يحددُ دليل القاعدة الإرشادي، الذي تقول مَصادر الادعاء العام انه اعتمد عليه في تنفيذ الهجوم على السفارتين الأمريكيتين، ثلاث مَراحل لِتنفيذ أي عملية وهي: البحث والتخطيط ثم التنفيذ. ويرد فيه "لأجل اكتشاف أي عنصر ضار ومفاجئ بالعملية... من الضروري وقبل تنفيذ العملية إجراء تدريب عليها في مكان مشابه لمكان العملية الحقيقي.". لهذا فانَّ قادةَ العملية والمَسئولين عن الأمور اللوجستية بدأوا في مايو أيار بالسفرِ في رحلات تجريبية عَبر المَمرات الجوية المُختلفة داخل الولايات المتحدة، ولكنهم لمْ يُسافروا في نفس الرحلات التي سيختطفونها فيما بعد قط.
وبعد كل رحلة قاموا بها إلى الساحل الغربي فإنهم كانوا يعودون إلى لاس فيجاس.
كما كانوا في كل مَرة يطيرون بها يسافرون في مَقاعد الدرجة الأولى، كمَا فعل مُعظم الخاطفين يوم 11 سبتمبر ـ أيلول 2001م.
ورغم سفرهم في مَقاعد الدرجة الأولى فان مَحال إقامتهم كانت رِخيصة، في نزل "اكونو" في نهاية الشريط الساحلي. ورغمَ الاعتقاد بالتقاءِ العديدِ مِن المُختطفين في اجتماعات عديدة جنوب فلوريدا وباترسون، فإنَّ كبارَ المُحققين يقولون بأنهم مُقتنعون بأنَّ أغلب التخطيط لِلهجوم وقع في غرف ذلك النُزل المُتواضع.
ويشيرُ المُحققون إلى أنهم قادرون على التأكيد على حصول لقاء جمع أكثرَ مِن مَجموعة في لاس فيجاس فقط وفي 13 و14 مِن أغسطس ـ آب 2001م، رَغم أنهم يقولون أنَّ صورةَ هذا اللقاء رُبَما لا تكون واضحة. ووصلَ الحازمي وحنجور مَعاً ويبدو أنهما قضيا مُعظم وَقتهما بصحبة أحدهما الآخر، أمَّا عطا فإنه قضى مُعظم وقته وحيداً ومُختفياً في عتمة مَقهى الانترنت " سايبرزون " حيث ينحني الشباب فوق شاشات الكومبيوتر يتنقلون عبر مَواقع الانترنت.
ولا يدري المُحققون أسباب اختيار المتآمرين لاس فيجاس بالذات، ويرى مسئول كبير أنهم "ربما شعروا هناك بأنه يصعب تمييزهم". والأغلب أنهم كانوا يتبعون تعليمات دليل الإرشاد الذي يقضي باللقاء في مكان يتوفر فيه غطاء جيد.
وَرغم أن غسيلَ الأموال عبر كازينوهات لاس فيجاس أمرٌ مَعهود فان كاميرات المُراقبة هناك لا تكشف عن أي وُجود لِلمختطفين، واعتماداً على ذلك وعلى مُقابلات أجريت مع العَاملين في تلك الكازينوهات فإنَّ "اف بي آي" أعربَ عن اعتقادِهِ بأنَّ المُختطفين لمْ يقامروا هناك. كما لمْ يعثر المُحققون على أي خلايا إرهابية مَحلية في لاس فيجاس.
غير أنَّ ثمة خروجاً على النمط المَعهود لِلمختطفين يثير الفضول خلال رِحلتهم الأخيرة شرقاً مِن لاس فيجاس. إذْ كانَ المُختطفون يقطعون تذاكرهم خِلال رِحلاتهم التي قاموا فيها في مايو/أيار ويونيو/حزيران ويوليو/تموز دون توقف بل بشكل مُباشر نحو مَقصدهم. ولكن في تلك الرِحلة الأخيرة اشتروا تذاكر دون عَودة إلى عددٍ مِن الجهات المُختلفة يتخللها توقف في عددٍ مِن المَرات ولمْ يسافروا على مَتن الدرجة الأولى كمَا كان الحال دَومَاً.
يظنُ المُحققون أنَّ المُختطفين بعد فراغهم مِن دروس الطيران أصبحَ هَمهم الأول خفض نفقاتهم، ولِهذا رُبَما أرادوا التأكد إنْ كان بوسعهم شراءَ تذاكر بلا عَودة دون لفت الأنظار إليهم، وَهُوَ مَا انشغلوا به خِلال الأسبوعين الأخيرين بعد شِرِائهم تذاكر السفر في 11 سبتمبر 2001م.
وَفرت تلك الرِحلات لِهؤلاء الرِجال الفُرصة لِتنفيذ مُخططهم، فََسافرَ حَنجور والحَازمي إلى بلتيمور حيث انضما إلى بقيةِ أفرادِ مُجموعتهم في لوريل بولاية ميريلاند المُجاورة. وتقضي الخطة بأنَّ يتجهوا مِن هناك إلى مطار دالاس الدولي في صباح 11 سبتمبر 2001م، لِيستقلوا الرحلة رقم: [77] التابعة لِشركة "أمريكان ايرلاينز". أمَا مُحمد عطا فسافرَ مِن لاس فيجاس إلى فورت لاديردال بفلوريدا.
ولاحظََ المُحققون زِيادة في عَددِ مُكالمات الهَواتف الخلوية بين المُختطفين الـ 19 خِلال تلك الأسابيع الأخيرة. واشترى المُختطفون تذاكرَ السفرِ، واختار كل فريق مِنهم نفس المَقاعد تقريباً في الطائرات المُختطفة. واتجهت مَجموعة فلوريدا إلى شمال بوسطن، أمَّا جماعة نيو جيرسي فتركت شقة باترسون. وحول 3 مِن المُختطفين بعض المَال الكترونياًَ إلى أحمد في الإمارات.
وَقادَ عَطا سيارتهُ في 10 سبتمبر ـ أيلول 2001م، مُصطحبا العَمري مِن بوسطن إلى بورتلاند بمايين. لِماذا بورتلاند؟ مَرة ثانية رًبَما كان ذلك مِن قبيل البروتوكولات، إذْ يُحذرُ الدليل الإرشادي[10] مِن السفر في مَجموعات كبيرة وينوه إلى السفرِ مِن "نقاط ثانوية" لِصرف إي انتباه. وفي صباح اليوم الثاني كاد الاثنان أن لا يلحقا برحلتهما المتجهة من مطار لوجان في بوسطن وتمكنا من الوصول إليها قبل دقائق من إقلاعها.
وحسب توقعات المُختطفين بناء على مَا تعلموه في دُروس الطيران فإن الطائرات المُختطفة وَصلت إلى الارتفاع المَطلوب بعد حوالي 40 دقيقة مِن الإقلاع، وَعندها شرعَ المُختطفون، الذين لمْ يبالوا بالكثير عِن الإقلاع والهبوط، في تنفيذ مُخططهم.
بتعلم وقدم 4 من بين المختطفين الـ 5 على متن الرحلة رقم 77 والتي انقضت على مَبنى وزارة الدفاع الأمريكية بنتاغون المُساعدة في الأمور اللوجستية ورُبَما كانوا بحسب المُحققين مِن القادة. كمَا يعتقد أنَّ العديد مِن الأشخاص الذين ساعدوا في الأمور اللوجستية، وبينهم المِحضار، حملوا معهم المَشارط الورقية وكانوا بمثابة العضلات لِتنفيذ الخطة. وبدأت تلك الطائرة، التي قادها حنجور، بالانحراف بشكل حاد في الجو، وربما وَقعت مُواجهة بينه وبين الطيارين، إلا أنَّ المُحققين يقولون إنَّ الأمرَ المُحتمل أنْ يكون الانحراف قد حَصل نتيجة قيادة حنجور الضَعيفة خاصة وأنَّ مَعلِمِيهِ السابقين على الطيران قالوا بأنَّهُ كانَ تلميذاً خائِباً.
وبناءً على مَضمون إحدى المُكالمات الخلوية التي استقبلت مِن إحدى الطائرات المُختطفة فإنَّ مَكتب التحقيقات الفيدرالية "اف بي آي" يُؤكد الآنَ على أنَّ مِن أُنيطَ بهم دَورُ العَضلات مِن المُختطفين بدأوا بدفع المُسافرين إلى مُؤخرة الطائرة وأرغموا الطيارين على تركِ غرفة القيادة بالقول لهم أنَّ مَا يجري لا يَتجاوز عَمليات الاختطاف التقليدية، وأنَّ المُسافرين وطاقم الطائِرة سُيطلق سَراحهم دون التعرض لأي أذى في حَال تنفيذ مَطالب المُختطفين.
وبينما كانت الطائرات تُسرع باتجاهِ أهدافها رُبَما كانَ المُختطفون الذين اسند إليهم دور العَضلات يعتقدون حقاً بأنَّ مَا يَجري هُو عَملية اختطاف تقليدية. ويظلُ هذا الأمرُ مَوضع تَساؤل وَجَدل داخلَ "اف بي آي" وبعض المُحققين الذين أشاروا إلى لِقطات فيديو كامَيرات المُراقبة في بورتلاند في الليلة السابقة والتي ظهر فيها العمري مُتجهم الوجه، وَهي السِحنة التي تتناسب أكثرَ مع لص على وشكِ السَرقة[11].
عِلاوة على ذلكَ، أوضحَ أحدُ مَسئولي "اف بي آي" أنَّ كُتيبات الأدعية التي عُثر عليها في مَواقع الهجمات تحث المُختطفين العاديين على أنْ يكونوا أقوياءَ في السِجن على عَكس التعليمات والدعوات التي غطت 4 صفحات وَعُثرَ عليها في أمتعة عَطا والتي يبدو وَاضحاً مِن خِلالها انهُ كانَ يعتقد بأنهُ متجهٌ إلى جنة الفردوس.
ويُنوهُ المُحققون هنا وفي الخارج إلى إنَّ هذا يتماشى مَع النَمَط العَام لأسلوبِ الإرهابيين، إذْ إنَّ دليلَ عمل القاعدة ينصُ على: "عدم إبلاغ المشاركين في العملية عن طبيعتها إلا قبل مَوعد قصير مِن تنفيذها تجنباً لِتسرب إي مَعلومات عنها".

عندمَا تحدث مَحمد عطا في هاتفه الجَوال لِلمرة الأخيرة، كانت الرحلة: [11] مِن طائرة أمريكان أيرلاينز [AMERICAN AIRLINES] على وَشكِ الإقلاع مِن مَطار لوغان الدولي، وَكانت التوجيهات قد صَدرت لِلركاب لإغلاقِ أجهزتهم الالِكترونية الشَخْصِية. كانت المُحادثة مُوجهة إلى طائرة أخرى على نفس المَدرج وتحديداً إلى هَاتف مَروان الشيحي في المَقعد: [6 سي] على متن طائرة يُونايتد ايرلاينز [UNITED AIRLINES] الرحلة: [175]، لمْ تستمرْ المُحَادثة بين الصَديقين سِوى اقل مِن دقيقة. أي الفترة التي كانت كافية فقط لِتأكيد إنَّ المُخططَ قد بَدأ. كانت هَذهِ المُحادثة اللبنة الأخيرة مِن التخطيط والتنسيق البالغ الدقة الذي استمرَ شهوراً، والذي تهيأت له كل الظروف في صباح 11 سبتمبر ـ أيلول ـ 2001م، ليصبح أسوأ هجوم إرهابي في التاريخ.
ونسبة لأنَّ كُل الخاطفين قضوا نَحبهم، ولمْ تبقَ بالتالي أدلةٌ حَاسِمَة ودَامِغة فإنَّ المُحققين يُحَاولون أنْ يتوصلوا لِحقيقةِ مَا حَدثَ، ولِتفاصيل المُخطط مِن عدة مصادر، منها إقامة الخاطفين القصيرة في أمريكا; محادثاتهم الهاتفية، سُحوباتهم المَالية مِن بطاقات ائِتمَانهم; وَرَسائلهم عبر الانترنت، وَالمَبالغ التي سحبوها عن طريق بطاقات الدفع. وَالصورة التي ظهرت بعد شهرين مِن التحقيقات تحددُ ادوارَ الخاطفين الـ 19 بدقةٍ مُذهلةٍ، وتكشف أنهم كانوا على دَرجةٍ مِن التنظيم والتنسيق ليست اقلَ مِن التخصص والاحترافية التي نجدها في الشركات.
ويُقسمُ المُحققون الخَاطفين حَالياً إلى ثلاث مَجموعات مُتمَايزة:
مُحمد عطا الذي يُعتبرُ قائدَ العَملية ومُخططها، ومَعه ثلاثةٌ مِن القادة الآخرين، وَهَؤلاء هُم الذين حَددوا تاريخ الهَجمات وَقادوا الطائرات.
ثمَ ثلاثة مِن الكَوادر المُساعدة التي تقوم بإيجار الشِقق، والحُصول على رُخص القيادة وتوزيع الأمَوال على الفرق التي ستقوم بقيادة الطائرات.

كانَ التنسيق مِن الشُمول[01] بحيث أنَّ كلَ فريق مِن الخَاطفين كان لهُ حِسابَهُ الخاص، وكانت بطاقات كل فريقٍ تستخدم رقماً سِرياً واحداً. وكانَ كلُ خطأ مَهمَا صَغُرَ يُؤدي إلى توتر شَديد. ففي الصِيف المَاضي في فلوريدا، عندما تأخر وُصول الأموال المُحولة مِن الخارج في مَواعيدها المُحددة، سجلت كاميرات المُراقبة التلفزيونية صُور عددٍ مِن الخاطفين وَهُم يُحَمْلقون في قلق في الشاشات الالكترونية لِسحب الأمَوال.
استطاع الخاطفون أنْ يستخدموا الانترنت والدَردشة على الهواء وَخدمات الرسائل الالكترونية باحترافية عالية.
ولكن عندما يتعلق الأمر بِمحادثاتهم الأكثر أهمية فإنهم كانوا ينفذون تعليمات القاعدة في هذه الحالات ويلتقون لقاءات شخصية مُباشرة. وقد اختاروا لِلقاءاتِهِم تلك الأماكن التي كان يختارها المُؤتمرون الأمريكيون لِتبادل المَعلومات حول حرفهم ومُنتجاتهم: لاس فيغاس[02]، حيث يقول المَحققون أنَّ أجزاءَ المُخطط الأساسية التي تمت في أمريكا تمت هناك.
ولكن على عَكس المُتآمرين التقليديين الذين كانوا يجتمعون في فنادق الكازينوهات التي تشبه الأهرامات أو ناطحات سَحاب نيويورك، فإنهم كانوا ينزلون في مُوتيلات[03] رِخيصة لا تخضع لِلرقابة الالكترونية. ولمْ يكونوا يبقون لِفترة أطول مِمَّا يقتضيه تبادل المُعلومات الهامة ومِن الواضح أنهم لمْ يكونوا يرتادون الكازينوهات أو أماكن الرذيلة المُتاحة هناك لِكل راغب في مَدينة الخَطايا الأمريكية.
ويقول المُحققون الآن أنَّ أغلبَ، إنْ لمْ يكن كلُ الخاطفين قد قضوا بعض الوقت في مًعسكرات بن لادن لِلتدريب في أفغانستان. ويبدو أنَّ بعضَ الجُنود التقوا هناك.
ومِثلهم مِثل عَطا والطيارين الآخرين فإنَّ هؤلاء "الجنود" لا تنطبقُ عليهم صُورة الخاطفين الانتحاريين التقليدية كشبابٍ مُفعمٍ باليأسِ، تسحقهُ أنيابُ الفقر[04].
وباستثناءِ واحدٍ فقط فإنهم جميعاً مَيسورون ومُتعلمون. ومَع أنَّ القادة هُم مِن المُتطرفين الإسلاميين، إلا أنَّ "الجنود" لا يبدو عليهم ذلك لأنهم تعاطوا في غيرِ مَرة مَع الأفلام الإباحية والخَمر[05].
وَرَغم كل المَعلومات التي توفرت لهم إلا أنَّ المُحققين يقولون أنَّ هناك جَوانب كثيرة مَا تزال مَجهولة. فهم يقولون أن العملية كلفت 500 ألف دولار، إلا إنهم لمْ يَستطيعوا أنْ يُرجعوا أكثر مِن نِصفها إلى مَصادر القاعدة. وَيَعرفُ المُحققون أينَ التقى الخَاطفون ولكنهم لا يَعرفون مَاذا دارَ بينهم مِن حديث. ومِن بين كل الرسائل الالكترونية التي وضع المَحققون عليها أياديهم في فلوريدا[06] ولاس فيغاس، لا تُوجد رِسالة واحدة تشير إلى 11 سبتمبر 2001م.
وَيقولُ المُحققون أنَّهم لا يَعرفون كيف تمَ تجنيد "الجنود". ولا يَعرفون تَصور هؤلاء الجُنود لِختام العملية، وهلْ كانوا على عِلم فِعلاً أنهَّم مُقدمون على المَوت؟ وَوَصف احدُ المُحققين العَملية قائلاً: "سَارت العَملية وفق المخطط بصورة حرفية تقريباً. وكانت تحمل كل بصمات القاعدة. كانت عملية عالية التنظيم، وأبعد ما تكون عن العملية العشوائية. كانت تنطوي على درجة عالية مِن التنسيق، ومستوى ممتاز من الاتصالات التي يصعب متابعتها وكشفها. ثم كانت عملية تتميز بالبساطة والإتقان."
يقولُ المُحققون إن أفضلَ نظرية يملكونها الآن هي أن 11 سبتمبر[07] كانت شراكة بين عِدة أطراف وأنَّ القادة اتبعوا تعليمات "مرشد الأعمال الإرهابية" لِلقاعدة بصورة دَقيقة. وتدل التحريات على أنَّ المُخطط صِيغ بصُورتِهِ الأولية قبل سنتين بألمَانيا وفي هامبورغ تحديداًَ، إذْ كانَ ثلاثة مِن قادةِ الهُجوم، وَهُم عطا والشحي وزِياد الجراح، أعضاء في خلية إرهابية. ويُقالُ أنَّ ثلاثة مِن المُتهمين بعضوية تلك الخلية قد هربوا مَطلع سبتمبر 2001م، ومَا يَزالُ البحث عنهم جارياً حتى الآن. ويقولُ كبارُ المُحققين أنَّ خلية هامبورغ حَصلت على مُوافقة القاعدة وَدَعمها المَالي، ولكنهم لا يَعرفون على وَجهِ التحديد مَنْ مِنْ مُعاوني بن لادن هُو الذي أجازَ المُخطط. وتثورُ شُكوك الكثيرين مِِن المُحققين حَول بن لادن نفسَهُ، ويضيفُ آخرون أنَّ ثلاثة مِن أكبر مُعاونيهِ قد شاركوا في التخطيط.
وقالَ احدُ المُحققين "أنهم قد التقوا بواحد من المسئولين هو الذي أصدر الأوامر. ولكننا لا نعرف من كان ذلك الشخص.".
تسلم عطا والشحي تأشيرات لدخول الولايات المتحدة في يناير كانون الثاني، بينما وصل الجراح في يونيو حزيران. أما الطيار الآخر هاني حنجور فقد كان في كاليفورنيا منذ 1996م. انتقل اثنان من الجنود هما نواز الحازمي وخالد المحضار إلى سان دييغو[08] في 1999م. يجهلُ المُحققون حتى الآن كيفية تعرف مجموعة هامبورغ على مجموعة كاليفورنيا، غير إنَّ هناك أدلة تلمح إلى أنَّ ذلك حصل عبر قنوات مُنظمة القاعدة. وينوهُ المُحققون إلى أنهم كشفوا عن صِلة المِحضار بالهجوم على المُدمرة الأمريكية كول[09] وربما بتفجيرات عام 1998م، لِلسفارتين الأمريكيتين في شرق أفريقيا.
وبدأت تمويلات العَملية بالوصول إلى أفرع مِصرفي "صن ترست" و"القرن" بفلوريدا في صيف عام 2000م، استلم عَطا مَبالغ تزيدُ قليلاً عن 100 ألف دولار، أمََّّا الشحي فتسلم أقلَ قليلاً مِن هذا المَبلغ. ويقولُ مَسئولون كبار في مَكتب التحقيقات الفيدرالية "اف بي آي" أنَّ حَوالي نصف المَبلغ الكلي الذي وصل إلى 500 ألف دولار لِتسديدِ نفقات العَملية حَوله الكترونيا مُصطفى احمد أحدُ عناصر بن لادن المُهمين مِن دولة الإمارات العربية، أمَّا بقية تمويل العَملية فحُول مِن ألمانيا.
وَرَغم ذلك فانَّ أحدَ المَسئولين أفاد باشتباهِ السُلطات في أنْ يكون تمويل العَملية بدأ مِن باكستان.
وتكشف سِجلات السفر أنَّ عطا والشحي سافرا عِدة مَرات إلى ومِن الولايات المُتحدة في عام 2000م، وأوائِل عام 2001م إلى أسبانيا وبراغ وبانكوك والسعودية. وبلغت سَفريات عطا إلى 7 رِحلات دولية، بينما وصلت رِحلات الشيحي إلى 5 رحلات. وشرع الجميع في تلقي دروس على الطيران في فينكس وسان دييغو وجنوب فلوريدا.
وبحلولِ ربيع عام 2001م، بَدأ الرِجال الـ 12 الذين يسميهم المُحققون بالعضلات بالوفود مِن السعودية. وقالت المَباحث الأمريكية "اف بي آي" بأنها تأكدت مِن هويات سَائر المُختطفين الـ 19 وأن 15 مِنهم سعوديون.
وقالت عائِلة مُهند الشهري أنه درس في جامعة الأمام مُحمد ابن سعود الإسلامية بابها لفصل دراسي واحد. وأوضح والد اثنين مِن المختطفين، وَهُما وائل ووليد الشهري، أنهما درسا لِيصبحا مُعلمين. ودرس أحمد النعمي القانون في أبها. ودرس الرجل الذي تعتقد " اف بي آي " انه ثالث الرجال المَسئولين عن الأمور اللوجستية، ماجد مقعد، في جامعة الملك سعود في الرياض بكلية الإدارة والاقتصاد، بحسب الصحف العربية.
وَعَائلاتهم تنتمي إلى مُستويات اجتماعية جيدة، فآباؤهم أما زعماء دينيون أو مُدراء مدارس أو أصحاب مَحلات وَرِجال أعمال. ولمْ يزرْ أي مِنهم الولايات المُتحدة مِن قبل، كما يبدو أنَّ العديدَ مِنهم لا يتكلمُ الإنجليزية أو أنَّهُ لا يعرفُ سوى بضع كلمات مِنها. وبعدَ وصُولهم الولايات المُتحدة ساعدهم المسئولون عن الأمور اللوجستية في أمورهم المَعيشية. وساعدَ هاني حنجور بعضهم على استئجار شقة في باترسون بنيوجيرسي، كمَا سكن آخرون في شقة بدلراي بيتش بفلوريدا. وسَاعد المحضار البعض في الحصول على رُخص سيارات بشكل غير قانوني وصُور هويات مُزيفة في فرجينيا.
وبدأ قادة العَملية والمَسئولون عن الأمور اللوجستية "بالتآخي" مع بقية شركائهم المُتواضعين، وعندما عانى أحمد الحزوني مِن أوجاع في رجله اصطحبه الجراح إلى مُستشفى "هولي كروس" في بالم بيتش بفلوريدا. وكان عطا والشحي يسكنان معاً بفلوريدا، ولكن الشحي انتقل لِلسكن مع فايز أحمد، تاركا عطا لِيسكن مع عبد العزيز العمري أخر المُختطفين وصولاً إلى الولايات المُتحدة.
وحصل مُعظم المُختطفين الـ 19 على أرقام ضمان اجتماعي، وهي الأرقام الضرورية لِفتح حسابات مَصرفية والحصول على بطاقات ائتمانية. وتشير " اف بي آي " إلى أنَّ المختطفين ظلوا مُعتمدين على أنفسهم مَاليا ولمْ يعتمدوا على مُساعدات تقدمها الحُكومة الأمريكية لِلعاطلين والفقراء. ويشتبه المُحققون في أنْ يكون هؤلاء قد تلقوا مَا يلزمهم مِن احتياجات مَالية مِن تحويلات عبر الإمارات العربية والعديد مِن القادة المُهمين الذين يقيمون في ألمانيا وأفغانستان.
يحددُ دليل القاعدة الإرشادي، الذي تقول مَصادر الادعاء العام انه اعتمد عليه في تنفيذ الهجوم على السفارتين الأمريكيتين، ثلاث مَراحل لِتنفيذ أي عملية وهي: البحث والتخطيط ثم التنفيذ. ويرد فيه "لأجل اكتشاف أي عنصر ضار ومفاجئ بالعملية... من الضروري وقبل تنفيذ العملية إجراء تدريب عليها في مكان مشابه لمكان العملية الحقيقي.". لهذا فانَّ قادةَ العملية والمَسئولين عن الأمور اللوجستية بدأوا في مايو أيار بالسفرِ في رحلات تجريبية عَبر المَمرات الجوية المُختلفة داخل الولايات المتحدة، ولكنهم لمْ يُسافروا في نفس الرحلات التي سيختطفونها فيما بعد قط.
وبعد كل رحلة قاموا بها إلى الساحل الغربي فإنهم كانوا يعودون إلى لاس فيجاس.
كما كانوا في كل مَرة يطيرون بها يسافرون في مَقاعد الدرجة الأولى، كمَا فعل مُعظم الخاطفين يوم 11 سبتمبر ـ أيلول 2001م.
ورغم سفرهم في مَقاعد الدرجة الأولى فان مَحال إقامتهم كانت رِخيصة، في نزل "اكونو" في نهاية الشريط الساحلي. ورغمَ الاعتقاد بالتقاءِ العديدِ مِن المُختطفين في اجتماعات عديدة جنوب فلوريدا وباترسون، فإنَّ كبارَ المُحققين يقولون بأنهم مُقتنعون بأنَّ أغلب التخطيط لِلهجوم وقع في غرف ذلك النُزل المُتواضع.
ويشيرُ المُحققون إلى أنهم قادرون على التأكيد على حصول لقاء جمع أكثرَ مِن مَجموعة في لاس فيجاس فقط وفي 13 و14 مِن أغسطس ـ آب 2001م، رَغم أنهم يقولون أنَّ صورةَ هذا اللقاء رُبَما لا تكون واضحة. ووصلَ الحازمي وحنجور مَعاً ويبدو أنهما قضيا مُعظم وَقتهما بصحبة أحدهما الآخر، أمَّا عطا فإنه قضى مُعظم وقته وحيداً ومُختفياً في عتمة مَقهى الانترنت " سايبرزون " حيث ينحني الشباب فوق شاشات الكومبيوتر يتنقلون عبر مَواقع الانترنت.
ولا يدري المُحققون أسباب اختيار المتآمرين لاس فيجاس بالذات، ويرى مسئول كبير أنهم "ربما شعروا هناك بأنه يصعب تمييزهم". والأغلب أنهم كانوا يتبعون تعليمات دليل الإرشاد الذي يقضي باللقاء في مكان يتوفر فيه غطاء جيد.
وَرغم أن غسيلَ الأموال عبر كازينوهات لاس فيجاس أمرٌ مَعهود فان كاميرات المُراقبة هناك لا تكشف عن أي وُجود لِلمختطفين، واعتماداً على ذلك وعلى مُقابلات أجريت مع العَاملين في تلك الكازينوهات فإنَّ "اف بي آي" أعربَ عن اعتقادِهِ بأنَّ المُختطفين لمْ يقامروا هناك. كما لمْ يعثر المُحققون على أي خلايا إرهابية مَحلية في لاس فيجاس.
غير أنَّ ثمة خروجاً على النمط المَعهود لِلمختطفين يثير الفضول خلال رِحلتهم الأخيرة شرقاً مِن لاس فيجاس. إذْ كانَ المُختطفون يقطعون تذاكرهم خِلال رِحلاتهم التي قاموا فيها في مايو/أيار ويونيو/حزيران ويوليو/تموز دون توقف بل بشكل مُباشر نحو مَقصدهم. ولكن في تلك الرِحلة الأخيرة اشتروا تذاكر دون عَودة إلى عددٍ مِن الجهات المُختلفة يتخللها توقف في عددٍ مِن المَرات ولمْ يسافروا على مَتن الدرجة الأولى كمَا كان الحال دَومَاً.
يظنُ المُحققون أنَّ المُختطفين بعد فراغهم مِن دروس الطيران أصبحَ هَمهم الأول خفض نفقاتهم، ولِهذا رُبَما أرادوا التأكد إنْ كان بوسعهم شراءَ تذاكر بلا عَودة دون لفت الأنظار إليهم، وَهُوَ مَا انشغلوا به خِلال الأسبوعين الأخيرين بعد شِرِائهم تذاكر السفر في 11 سبتمبر 2001م.
وَفرت تلك الرِحلات لِهؤلاء الرِجال الفُرصة لِتنفيذ مُخططهم، فََسافرَ حَنجور والحَازمي إلى بلتيمور حيث انضما إلى بقيةِ أفرادِ مُجموعتهم في لوريل بولاية ميريلاند المُجاورة. وتقضي الخطة بأنَّ يتجهوا مِن هناك إلى مطار دالاس الدولي في صباح 11 سبتمبر 2001م، لِيستقلوا الرحلة رقم: [77] التابعة لِشركة "أمريكان ايرلاينز". أمَا مُحمد عطا فسافرَ مِن لاس فيجاس إلى فورت لاديردال بفلوريدا.
ولاحظََ المُحققون زِيادة في عَددِ مُكالمات الهَواتف الخلوية بين المُختطفين الـ 19 خِلال تلك الأسابيع الأخيرة. واشترى المُختطفون تذاكرَ السفرِ، واختار كل فريق مِنهم نفس المَقاعد تقريباً في الطائرات المُختطفة. واتجهت مَجموعة فلوريدا إلى شمال بوسطن، أمَّا جماعة نيو جيرسي فتركت شقة باترسون. وحول 3 مِن المُختطفين بعض المَال الكترونياًَ إلى أحمد في الإمارات.
وَقادَ عَطا سيارتهُ في 10 سبتمبر ـ أيلول 2001م، مُصطحبا العَمري مِن بوسطن إلى بورتلاند بمايين. لِماذا بورتلاند؟ مَرة ثانية رًبَما كان ذلك مِن قبيل البروتوكولات، إذْ يُحذرُ الدليل الإرشادي[10] مِن السفر في مَجموعات كبيرة وينوه إلى السفرِ مِن "نقاط ثانوية" لِصرف إي انتباه. وفي صباح اليوم الثاني كاد الاثنان أن لا يلحقا برحلتهما المتجهة من مطار لوجان في بوسطن وتمكنا من الوصول إليها قبل دقائق من إقلاعها.
وحسب توقعات المُختطفين بناء على مَا تعلموه في دُروس الطيران فإن الطائرات المُختطفة وَصلت إلى الارتفاع المَطلوب بعد حوالي 40 دقيقة مِن الإقلاع، وَعندها شرعَ المُختطفون، الذين لمْ يبالوا بالكثير عِن الإقلاع والهبوط، في تنفيذ مُخططهم.
بتعلم وقدم 4 من بين المختطفين الـ 5 على متن الرحلة رقم 77 والتي انقضت على مَبنى وزارة الدفاع الأمريكية بنتاغون المُساعدة في الأمور اللوجستية ورُبَما كانوا بحسب المُحققين مِن القادة. كمَا يعتقد أنَّ العديد مِن الأشخاص الذين ساعدوا في الأمور اللوجستية، وبينهم المِحضار، حملوا معهم المَشارط الورقية وكانوا بمثابة العضلات لِتنفيذ الخطة. وبدأت تلك الطائرة، التي قادها حنجور، بالانحراف بشكل حاد في الجو، وربما وَقعت مُواجهة بينه وبين الطيارين، إلا أنَّ المُحققين يقولون إنَّ الأمرَ المُحتمل أنْ يكون الانحراف قد حَصل نتيجة قيادة حنجور الضَعيفة خاصة وأنَّ مَعلِمِيهِ السابقين على الطيران قالوا بأنَّهُ كانَ تلميذاً خائِباً.
وبناءً على مَضمون إحدى المُكالمات الخلوية التي استقبلت مِن إحدى الطائرات المُختطفة فإنَّ مَكتب التحقيقات الفيدرالية "اف بي آي" يُؤكد الآنَ على أنَّ مِن أُنيطَ بهم دَورُ العَضلات مِن المُختطفين بدأوا بدفع المُسافرين إلى مُؤخرة الطائرة وأرغموا الطيارين على تركِ غرفة القيادة بالقول لهم أنَّ مَا يجري لا يَتجاوز عَمليات الاختطاف التقليدية، وأنَّ المُسافرين وطاقم الطائِرة سُيطلق سَراحهم دون التعرض لأي أذى في حَال تنفيذ مَطالب المُختطفين.
وبينما كانت الطائرات تُسرع باتجاهِ أهدافها رُبَما كانَ المُختطفون الذين اسند إليهم دور العَضلات يعتقدون حقاً بأنَّ مَا يَجري هُو عَملية اختطاف تقليدية. ويظلُ هذا الأمرُ مَوضع تَساؤل وَجَدل داخلَ "اف بي آي" وبعض المُحققين الذين أشاروا إلى لِقطات فيديو كامَيرات المُراقبة في بورتلاند في الليلة السابقة والتي ظهر فيها العمري مُتجهم الوجه، وَهي السِحنة التي تتناسب أكثرَ مع لص على وشكِ السَرقة[11].
عِلاوة على ذلكَ، أوضحَ أحدُ مَسئولي "اف بي آي" أنَّ كُتيبات الأدعية التي عُثر عليها في مَواقع الهجمات تحث المُختطفين العاديين على أنْ يكونوا أقوياءَ في السِجن على عَكس التعليمات والدعوات التي غطت 4 صفحات وَعُثرَ عليها في أمتعة عَطا والتي يبدو وَاضحاً مِن خِلالها انهُ كانَ يعتقد بأنهُ متجهٌ إلى جنة الفردوس.
ويُنوهُ المُحققون هنا وفي الخارج إلى إنَّ هذا يتماشى مَع النَمَط العَام لأسلوبِ الإرهابيين، إذْ إنَّ دليلَ عمل القاعدة ينصُ على: "عدم إبلاغ المشاركين في العملية عن طبيعتها إلا قبل مَوعد قصير مِن تنفيذها تجنباً لِتسرب إي مَعلومات عنها".
