* the achievement of the justice and the equality between all society individuals are in taking the rights and the performance of the duties a complete without a favoring of Lshrif or a favor on the weak, and that the power abuse any its source was in the evasion from the duties or the attack on the others rights a reason so that she distinguishes ق the society and the destruction that warned of it the prophet peace be upon him .
* the seriousness in a follow-up and the reckoning of all officials without an exception, specially the effective dignitaries, and cleansing the state bodies from all who proves its condemnation with invalidity or carelessness regardless of any consideration .
* the establishing justice in the distribution of the general money between all society classes and its categories, and the cancellation of the taxes and lightening the fees that burdened the people shoulders and keeping the states revenue from the waste and the exploitation, and the consideration of the priority in the expenditure on the urgent needs, and the removal of all the forms of monopoly and possession not legitimate, and lifting the ban off the Islamic banks and the cleansing of the general and related bankings organization from the usury that he is a fight of Allah and its messenger and a reason for the right of the blessing
* the construction of integrated strong army supplied with the weapons kinds from sources شتى with the care about the industry of the weapon and its development, and the army target is the protection of the country and its sanctuaries .

* the development of the religious and missionary enterprises in the countries, and their support with all material and human capabilities, and the removal of all mentalities that turned without their emergence by their purposes to the full .
* the unification of the judicial enterprises, and their granting the actual and complete independence, and the extension of the justice authority on all, and the formation of an independent organization is its task the judicial sentence execution follow-up .
* the support of individual's rights and society and the removal of each effect from the annoying of the will of the people and their rights by what guarantees the human dignity according to the considered legitimate regulations .

خادم الحرمين الشريفين وفقه الله، السلام عليكم ورحمة الله وبركاته، وبعد، فقد تميزت هذه الدولة بإعلانها تبني الشريعة الإسلامية، وما زال العلماء وأهل النصح يسدون لولاتهم ما فرضه الله عليهم من النصيحة، وإننا في هذه الفترة العصيبة التي أدرك فيها الجميع الحاجة إلى التغيير نجد أن أوجب ما تتوجه إليه العزائم هو إصلاح ما نحن فيه مما جلب علينا هذه المحن، ومن أجل ذلك فإننا نطالب ولي الأمر بتدارك الأوضاع التي تحتاج إلى الإصلاح في النواحي التالية:
* إنشاء مجلس للشورى للبت في الشؤون الداخلية والخارجية يكون أعضاؤه من أهل الاختصاصات المتنوعة المشهود لهم بالاستقامة والإخلاص مع الاستقلال التام دون أي ضغط يؤثر على مسؤولية المجلس الفعلية .
* عرض وصياغة كل اللوائح والأنظمة السياسية والاقتصادية والإدارية وغيرها على أحكام الشريعة الإسلامية، ومن ثم إلغاء كل ما يتعارض معها، ويتم ذلك من خلال لجان شرعية موثوقة ذات صلاحية.
* أن تتوافر في مسؤولي الدولة وممثليها في الداخل والخارج استقامة السلوك مع الخبرة والتخصص، والإخلاص والنزاهة، وأن الإخلال بأي شرط من هذه الشروط لأي اعتبار كان تضييع للأمانة، وسبب جوهري للإضرار بمصالح البلد وسمعته.
* تحقيق العدالة والمساواة بين جميع أفراد المجتمع في أخذ الحقوق وأداء الواجبات كاملة دون محاباة للشريف أو منة على الضعيف، وأن استغلال النفوذ أيا كان مصدره في التملص من الواجبات أو الاعتداء على حقوق الآخرين سبب لتمز ق المجتمع والهلاك الذي أنذر به النبي صلى الله عليه وسلم .
* الجدية في متابعة ومحاسبة كل المسؤولين بلا استثناء، لاسيما أصحاب المناصب الفعالة، وتطهير أجهزة الدولة من كل من تثبت إدانته بفساد أو تقصير بصرف النظر عن أي اعتبار.
* إقامة العدل في توزيع المال العام بين جميع طبقات المجتمع وفئاته، وإلغاء الضرائب وتخفيف الرسوم التي أثقلت كواهل الناس وحفظ موارد الدولة من التضييع والاستغلال,، ومراعاة الأولوية في الصرف على الاحتياجات الملحة، وإزالة كافة أشكال الاحتكار والتملك غير المشروع، ورفع الحظر عن البنوك الإسلامية وتطهير المؤسسات المصرفية العامة والخاصة من الربا الذي هو محاربة لله ورسوله وسبب لمحق البركة.
* بناء جيش قوي متكامل مزود بأنواع الأسلحة من مصادر شتى مع الاهتمام بصناعة السلاح وتطويره، ويكون هدف الجيش حماية البلد ومقدساته.
* إعادة بناء الإعلام بكافة وسائله وفق السياسة الإعلامية المعتمدة للمملكة ليخدم الإسلام، ويعبر عن أخلاقيات المجتمع ويرفع من ثقافته، وتنقيته من كل ما يتعارض مع هذه الأهداف، مع ضمان حريته في نشر الوعي من خلال الخبر الصادق والنقد البناء بالضوابط الشرعية.
* بناء السياسة الخارجية لحفظ مصالح الأمة بعيدا عن التحالفات المخالفة للشرع، وتبني قضايا المسلمين مع تصحيح وضع السفارات لتنقل الصبغة الإسلامية لهذا البلد.
* تطوير المؤسسات الدينية والدعوية في البلاد، ودعمها بكل الإمكانات المادية والبشرية، وإزالة جميع العقليات التي تحول دون قيامها بمقاصدها على الوجه الأكمل.
* توحيد المؤسسات القضائية، ومنحها الاستقلال الفعلي والتام، وبسط سلطة القضاء على الجميع، وتكوين هيئة مستقلة مهمتها متابعة تنفيذ الأحكام القضائية.
* كفالة حقوق الفرد والمجتمع وإزالة كل أثر من آثار التضييق على إرادات الناس وحقوقهم بما يضمن الكرامة الإنسانية حسب الضوابط الشرعية المعتبرة.

MIRA made the following ANNOUNCEMENT on the 18th of June 2004 and finds it necessary now to re-publish it:

It has been noticed that some news agencies have attributed the news published in other websites with l i n k s in our bulletin board as if they were published by MIRA
To make this matter quite clear to news agencies there are some technical and political points to be made here.
· Bulletin boards are public access plat f o r m s on which any member of the public can post comments, news or l i n k s to other sites. This member of the public could well be a Saudi government agent trying to cause discord.
· It is MIRA’s policy, and it is published on the top of the bulletin board in Arabic, not to allow any posting which contains incitement to violence or could be interpreted as an o r i g i n a l statement or publication of terrorist groups. These postings could stay for a short while before being noticed and removed by the web-master.
· MIRA is aware of the intention of the Saudi regime’s agents to post some of those l i n k s and then i n f o r m news agencies about the postings as if they were MIRA publications. In this way MIRA’s name is l i n k e d by their stories to terrorism, something which fulfils the interest of the Saudi regime. Usually the postings are seen in many Arabic websites but because of the action of the Saudi agents attention is drawn to the temporary posting on MIRA’s bulletin board.
· After this clarification MIRA will entertain its right of pursuing legal action against news agencies which insist on repeating any future posting of this sort.

خادم الحرمين الشريفين وفقه الله، السلام عليكم ورحمة الله وبركاته، وبعد، فقد تميزت هذه الدولة بإعلانها تبني الشريعة الإسلامية، وما زال العلماء وأهل النصح يسدون لولاتهم ما فرضه الله عليهم من النصيحة، وإننا في هذه الفترة العصيبة التي أدرك فيها الجميع الحاجة إلى التغيير نجد أن أوجب ما تتوجه إليه العزائم هو إصلاح ما نحن فيه مما جلب علينا هذه المحن، ومن أجل ذلك فإننا نطالب ولي الأمر بتدارك الأوضاع التي تحتاج إلى الإصلاح في النواحي التالية:
* إنشاء مجلس للشورى للبت في الشؤون الداخلية والخارجية يكون أعضاؤه من أهل الاختصاصات المتنوعة المشهود لهم بالاستقامة والإخلاص مع الاستقلال التام دون أي ضغط يؤثر على مسؤولية المجلس الفعلية .
* عرض وصياغة كل اللوائح والأنظمة السياسية والاقتصادية والإدارية وغيرها على أحكام الشريعة الإسلامية، ومن ثم إلغاء كل ما يتعارض معها، ويتم ذلك من خلال لجان شرعية موثوقة ذات صلاحية.
* أن تتوافر في مسؤولي الدولة وممثليها في الداخل والخارج استقامة السلوك مع الخبرة والتخصص، والإخلاص والنزاهة، وأن الإخلال بأي شرط من هذه الشروط لأي اعتبار كان تضييع للأمانة، وسبب جوهري للإضرار بمصالح البلد وسمعته.
* تحقيق العدالة والمساواة بين جميع أفراد المجتمع في أخذ الحقوق وأداء الواجبات كاملة دون محاباة للشريف أو منة على الضعيف، وأن استغلال النفوذ أيا كان مصدره في التملص من الواجبات أو الاعتداء على حقوق الآخرين سبب لتمز ق المجتمع والهلاك الذي أنذر به النبي صلى الله عليه وسلم .
* الجدية في متابعة ومحاسبة كل المسؤولين بلا استثناء، لاسيما أصحاب المناصب الفعالة، وتطهير أجهزة الدولة من كل من تثبت إدانته بفساد أو تقصير بصرف النظر عن أي اعتبار.
* إقامة العدل في توزيع المال العام بين جميع طبقات المجتمع وفئاته، وإلغاء الضرائب وتخفيف الرسوم التي أثقلت كواهل الناس وحفظ موارد الدولة من التضييع والاستغلال,، ومراعاة الأولوية في الصرف على الاحتياجات الملحة، وإزالة كافة أشكال الاحتكار والتملك غير المشروع، ورفع الحظر عن البنوك الإسلامية وتطهير المؤسسات المصرفية العامة والخاصة من الربا الذي هو محاربة لله ورسوله وسبب لمحق البركة.
* بناء جيش قوي متكامل مزود بأنواع الأسلحة من مصادر شتى مع الاهتمام بصناعة السلاح وتطويره، ويكون هدف الجيش حماية البلد ومقدساته.
* إعادة بناء الإعلام بكافة وسائله وفق السياسة الإعلامية المعتمدة للمملكة ليخدم الإسلام، ويعبر عن أخلاقيات المجتمع ويرفع من ثقافته، وتنقيته من كل ما يتعارض مع هذه الأهداف، مع ضمان حريته في نشر الوعي من خلال الخبر الصادق والنقد البناء بالضوابط الشرعية.
* بناء السياسة الخارجية لحفظ مصالح الأمة بعيدا عن التحالفات المخالفة للشرع، وتبني قضايا المسلمين مع تصحيح وضع السفارات لتنقل الصبغة الإسلامية لهذا البلد.
* تطوير المؤسسات الدينية والدعوية في البلاد، ودعمها بكل الإمكانات المادية والبشرية، وإزالة جميع العقليات التي تحول دون قيامها بمقاصدها على الوجه الأكمل.
* توحيد المؤسسات القضائية، ومنحها الاستقلال الفعلي والتام، وبسط سلطة القضاء على الجميع، وتكوين هيئة مستقلة مهمتها متابعة تنفيذ الأحكام القضائية.
* كفالة حقوق الفرد والمجتمع وإزالة كل أثر من آثار التضييق على إرادات الناس وحقوقهم بما يضمن الكرامة الإنسانية حسب الضوابط الشرعية المعتبرة.

These postings could stay for a short while before being noticed and removed by the web-master.
· MIRA is aware of the intention of the Saudi regime’s agents to post some of those l i n k s and then i n f o r m news agencies about the postings as if they were MIRA publications. In this way MIRA’s name is l i n k e d by their stories to terrorism, something which fulfils the interest of the Saudi regime. Usually the postings are seen in many Arabic websites but because of the action of the Saudi agents attention is drawn to the temporary posting on MIRA’s bulletin board.
· After this clarification MIRA will entertain its right of pursuing legal action against news agencies which insist on repeating any future posting of this sort.
